The new extracted runtime now lives at:

• old colocated ICPI hosting in svc-tenders has now been retired

New runtime env:

• DATABASE_URL
• JWT_SECRET
• AUTH_SERVICE_URL
• PORT with current default 4021

Gateway env seam remains:

• ICPI_SERVICE_URL ?? TENDERS_SERVICE_URL
• ICPI_PROXY_TIMEOUT_MS

Current Coexistence Strategy

Current state after Sprint 52:

• new svc-icpi runtime is the active primary host
• old colocated ICPI host no longer runs inside svc-tenders
• gateway route shape remains unchanged
• rollback no longer targets colocated ICPI hosting

Current repo-root primary/fallback scripts:

• primary seam: npm run dev:api
• extracted runtime: npm run dev:icpi
• ICPI migration runtime: npm run migrate:icpi
• full platform migration runtime: npm run migrate:all

The default dev flow now points the gateway at extracted svc-icpi.
